Russia Expands Diplomatic and Strategic Influence Across Africa, Expert Says

Russia is steadily growing its diplomatic footprint across Africa, even as its security arrangements, information campaigns, and recruitment practices face scrutiny regarding sovereignty and accountability. Speaking with interviewer Oliver Farry, Alex Vines, the Africa Program Director at the European Council on Foreign Relations, outlined Moscow's expanding role on the continent within the framework of multipolar politics.

According to Vines, the extent of Russia's diplomatic reach was clearly demonstrated at the most recent Russia-Africa summit. The event drew representatives from 48 African nations, including 22 heads of state and government, highlighting Moscow's ongoing appeal as a key diplomatic and strategic partner.

Diplomatic Traction and Security Partnerships

Vines noted that Russia's presence on the continent presents a distinct paradox. While Moscow successfully builds political influence, its strategy is driven primarily by transactional opportunism rather than long-term institution building. Its military and security partnerships offer immediate support to certain governments, but these ties simultaneously generate reliance on Russian power.

Beyond security arrangements, Russia's broader engagements—including information operations and personnel recruitment—have raised critical questions regarding the human costs of geopolitical rivalries and the preservation of national sovereignty across African states.
