Extended Ceasefire Reached in Kherson Region to Facilitate Humanitarian Relief

A ceasefire originally established to deliver emergency aid to the Russian-occupied Ukrainian city of Oleshky has been expanded to cover the broader Kherson region. Officials and sources confirmed that no violations of the truce, which took effect early Tuesday, have been reported so far. The agreement aims to allow humanitarian convoys safe entry into the area and facilitate civilian evacuations.

US First Lady Melania Trump and Pope Leo XIV helped mediate the agreement. Melania Trump announced on social media that the geographic scope of the ceasefire was widened within the Kherson region to guarantee safe passage for relief vehicles. Ukrainian officials, including Oleksandr Tolokonnikov, deputy head of the Kherson regional administration, verified that Russian shelling had halted in both Ukrainian-controlled Kherson city and surrounding areas. Kremlin spokesman Dmitry Peskov confirmed the ceasefire was progressing according to plan, acknowledging the role of US mediation.

Humanitarian Crisis in Oleshky

An estimated 1,700 to 2,000 residents remain in Oleshky, with several thousand more in nearby communities. The city has been under Russian occupation since early 2022 and has been without electricity, gas, or running water since the destruction of the Kakhovka Dam in 2023. Trapped between the Dnipro River and Russian forces, residents face critical shortages of food and medicine, with some resorting to eating weeds to survive. Traversal routes out of the city have been heavily mined and subject to drone strikes.

Demining, Aid Deliveries, and Evacuation Plans

David Arakhamia, a senior lawmaker in Ukrainian President Volodymyr Zelensky's party, stated that the truce is scheduled to remain in effect until 22:59 Ukrainian time on Sunday, November 1, calling it the largest de-escalation since 2022. Under the outlined agreement, engineering units from the Russian military's Dnepr group are clearing main access roads of landmines and explosive devices. Humanitarian aid is expected to arrive following road clearance, with civilian evacuations slated for Friday.

A local volunteer reported that around 500 residents had expressed interest in leaving by Tuesday afternoon. Vladimir Saldo, the Russian-installed head of occupied Kherson, stated that temporary housing has been set up in Kherson, Crimea, and the Russian regions of Rostov, Krasnodar, and Stavropol, claiming most residents wish to move to Russia. However, President Zelensky warned that Russian-demined routes lead toward Russian territory, though he expressed hope that evacuees would ultimately be able to reach Ukrainian-controlled areas. Ukrainian military authorities have urged the public to rely only on verified information regarding evacuation corridors and timing.
