Emmanuel Macron Warns of Escalating Russian Hybrid Threats to France and Europe

French President Emmanuel Macron has issued a warning regarding the intensification of Russian hybrid attacks targeting France and the wider European continent. Speaking at a news conference at the Elysee Palace following consultations with political party leaders, Macron stated that recent actions by Moscow aim to intimidate Western allies and weaken their commitment to supporting Ukraine.

In response to the growing threat, Macron announced that he has ordered a national plan to protect critical infrastructure, energy assets, and sensitive defense industry and technology sites from cyberattacks and drone activity. He emphasized that recent targeting of France by Russian hybrid operations would not remain without a response. Non-military strategies associated with hybrid warfare—including sabotage, cyber strikes, and disinformation—are increasingly being used to pressure adversaries, often through proxies, though Russia consistently denies its involvement.

Rising Security Concerns Across NATO Allies

Macron highlighted several recent incidents across Europe, including a drone attack at Germany's Leipzig airport attributed to Russia, as well as statements from Polish Prime Minister Donald Tusk. Tusk recently informed lawmakers of a real risk that Russia could launch drone and missile strikes against NATO's eastern flank and subsequently claim they were accidental to create divisions within the alliance.

Safety concerns have escalated following an attack on a passenger train at Yahodyn near the Ukraine-Poland border, which occurred shortly after former UK Prime Minister Boris Johnson and European security officials traveled along the same route. Passengers were evacuated minutes before a Russian drone hit the locomotive. Additionally, European nations from Italy to Estonia have reported suspicious fires at defense-related facilities, with multiple governments attributing the acts to Russian interference.

Moscow Rejects Allegations and Issues Warnings

Russian President Vladimir Putin has repeatedly denied plans to attack European nations. However, Russian Foreign Minister Sergey Lavrov warned that any deployment of European troops to Ukraine would be viewed as a declaration of war, threatening a swift conflict should Europe attack Russia. Kremlin officials also reiterated warnings to the United Kingdom, stating that British military assets in Ukraine used for strikes on Russian soil are considered legitimate targets due to London's supply of weapons systems to Kyiv.

Energy Infrastructure and Domestic Policy

Beyond defense security, Macron outlined plans to address European energy resilience. France intends to convene a G7 meeting focused on energy security and coordinate with the European Commission regarding gas reserves. The discussion will explore potential options for releasing strategic reserves to prevent market tensions. Domestically, Macron urged political candidates ahead of the upcoming presidential election not to exploit public anxiety over fuel price inflation, attributing rising costs to external international conditions.
