US Special Envoy Steve Witkoff Arrives in Russia for Talks on Ending Ukraine Conflict

United States special envoy Steve Witkoff has arrived in St. Petersburg, Russia, to meet with President Vladimir Putin and discuss proposals aimed at ending the conflict in Ukraine. Witkoff was greeted on the runway Wednesday morning by Russian envoy Kirill Dmitriev. The diplomatic trip follows discussions held a day earlier in Oslo between Witkoff and Ukrainian President Volodymyr Zelensky, which a US official described as constructive and very productive.

The Oslo summit included Finnish President Alexander Stubb, Norwegian Prime Minister Jonas Gahr Støre, and US envoy Jared Kushner, who joined via video link. Following the meetings, European allies and Ukrainian officials stated that the next steps depend on Moscow's response to the negotiated proposals. Finnish President Stubb noted that genuine progress had been made, though he cautioned that patience would be required. Meanwhile, Russian Foreign Minister Sergei Lavrov indicated that the Kremlin would hear Witkoff's proposals but ruled out any political concessions.

Intelligence Sharing and Strategic Support

Addressing reporters after the Oslo talks, President Zelensky confirmed that US military intelligence sharing regarding early warnings for incoming Russian ballistic missiles is currently functioning. Zelensky expressed gratitude for the restored flow of critical warning data and noted ongoing discussions regarding access to SpaceX's Starlink satellite network, which had experienced recent speed restrictions affecting Ukrainian operations.

The discussions in Oslo also covered energy ceasefire proposals and security guarantees for Ukraine. Norwegian Prime Minister Støre emphasized that European nations must remain involved in any final peace negotiations. US Secretary of State Marco Rubio, speaking during a visit to India, addressed concerns regarding delays in Patriot missile interceptor deliveries, stating that no equipment had been intentionally withheld from Kyiv.

Ongoing Warfare and Political Friction

Diplomatic momentum coincides with continued military actions on the ground. Russian drone strikes across Ukraine resulted in at least 12 reported civilian deaths over Tuesday and Wednesday, including casualties in Kyiv, Donetsk, Dnipro, and near Kharkiv. Russia currently controls approximately 20 percent of Ukrainian territory following its full-scale invasion in 2022.

Tensions between Washington and Kyiv have surfaced amid the negotiations. US President Donald Trump recently urged Ukraine to reach an agreement to end the war and expressed frustration over Ukrainian strikes targeting Russian oil refineries, linking those attacks to rising fuel prices. Additionally, US Vice President JD Vance noted in an interview that while Ukraine acts as a partner, the two nations maintain divergent interests on certain issues, reiterating that Ukraine is not a NATO ally.
