Canada Pledges Air Defense and Energy Support to Ukraine During Zelenskyy Visit

Canadian Prime Minister Mark Carney hosted Ukrainian President Volodymyr Zelenskyy in Calgary on Thursday, announcing new support to strengthen Ukraine's air defenses, drone supplies, and energy grid as the two nations move to formalize a long-term alliance.

The bilateral package includes C$350 million (US$253 million) delivered via the United States' Joint Ukraine Multinational Program – Services, Training and Articles Rapid Timeline (Jumpstart) program. The assistance addresses urgent requests from Zelenskyy for enhanced air defense capabilities following an escalation in Russian ballistic missile strikes.

Long-Term Alliance and Drone Supply Agreements

During the visit, Carney and Zelenskyy signed an agreement to negotiate a "hundred-year partnership" over the coming months. The planned accord will establish formal cooperation across multiple sectors, including national defense, energy, and critical minerals. Carney noted the deep historical ties between the nations, pointing out that migration from Ukraine to Canada dates back to 1893, with Alberta currently home to an estimated 350,000 Canadians of Ukrainian heritage.

As part of defense supply measures, Canada announced plans to expand its domestic drone manufacturing, committing 30 percent of its new production directly to Ukraine. Zelenskyy confirmed that the incoming drones would be deployed immediately to frontline troops on the battlefield.

Energy Assistance and Diplomatic Schedule

To help Ukraine endure winter conditions and ongoing rolling blackouts, Canada is offering C$450 million in loan guarantees. The funding aims to bolster the domestic energy supply by repairing damaged infrastructure, boosting fuel and power storage capacities, and securing electrical supplies for critical facilities, including hospitals.

Addressing potential peace negotiations, Zelenskyy indicated that substantive talks were unlikely during Russia's current election period. However, he stated plans to meet with former U.S. President Donald Trump and the American delegation in New York City in late September, likely on the sidelines of the UN General Assembly, as Washington attempts to restart negotiations to conclude the conflict.

Following his engagement in Calgary, Zelenskyy's itinerary includes addressing a cabinet retreat for Carney's government in Banff, followed by official stops in Toronto and North Bay, Ontario.
