Russia Signals Readiness to Resume Trilateral Peace Talks with Ukraine and US
Russia is prepared in principle to restart discussions with the United States and Ukraine aimed at resolving the ongoing conflict, according to Yuri Ushakov, a top aide to Russian President Vladimir Putin. The announcement followed a three-hour meeting in St. Petersburg between Putin and Steve Witkoff, the special envoy for US President Donald Trump. Ushakov indicated that a fresh round of negotiations could take place around November 10 in Abu Dhabi, United Arab Emirates, focusing on establishing a post-conflict security framework for both nations.
A US official confirmed that negotiators proposed a trilateral technical-level meeting among the three countries, an initiative accepted by Ukrainian officials in Oslo and subsequently by Russian representatives in St. Petersburg. Ukrainian President Volodymyr Zelensky expressed support for convening the talks as soon as possible. Negotiations had previously been halted in February following Russian objections tied to Ukrainian military strikes during Russia's general elections.
Diplomatic Developments and Battlefield Positions
Prior to arriving in St. Petersburg, Witkoff met with Zelensky and the leaders of Norway and Finland in Oslo. Zelensky noted that security guarantees and energy ceasefire proposals were raised during those discussions, though Ushakov characterized the ideas as not very useful. During the St. Petersburg meeting, Putin reiterated claims that Russian forces hold the strategic initiative along the front line. Conversely, Ukraine and its European allies describe the front-line situation as a virtual stalemate.
Zelensky publicly stated his willingness to accept an agreement that freezes the war along existing front lines as an immediate minimum step, with broader security guarantees to be addressed later. Meanwhile, US negotiators described the latest exchange as constructive, despite acknowledged challenges ahead in establishing a lasting peace framework.
Tensions and American Citizen Release
The diplomatic push coincides with strained relations between Washington and Kyiv. President Trump recently criticized Ukrainian strikes on Russian oil refineries and suggested a change in Ukrainian leadership for negotiations. Additionally, friction arose over temporary disruptions in US military intelligence sharing and operational restrictions on Starlink satellite internet services used by Ukrainian forces, though US officials denied requesting network slowdowns and Zelensky confirmed intelligence sharing has resumed.
Ahead of the St. Petersburg talks, Russia released Stephen Hubbard, a 74-year-old US citizen previously sentenced to nearly seven years in prison on charges of fighting for Ukraine. US officials confirmed Hubbard's return without a prisoner exchange.
